pave the first phase. The improvements to be done on Turns 2 and 5/6 will be slated for next year.
     I am pleased to report that the Conference Transponder issue has been solved and ICSCC has voted to purchase the new AMB timing and scoring system for 2000. We are presently working on the logistical end of the system, rentals, transport (for Conference) as well as planning a mass training school for all the clubs. You should know that SCCBC was the recognized leader in the push to acquire this new system. Thank you to our E-Board rep, Kevin Skinner, for his hard work and diplomatic skills that helped to make this happen.
     I am happy to see such a renewed interest in the Club and its activities. Many times we have dis

cussed the need for more social  opportunities and so here are a couple. There is a growing group of people (workers, drivers and officials) that stay at the track on race weekends and so our Clubhouse can be available on those Saturday nights for social gathering, to drink coffee, bench race, play cards or maybe even watch a video. There has been a suggestion that one of the summertime club meetings be held at the clubhouse. We are looking at organizing such events as a Fun Rally, Beach Party or a BIG BBQ...any volunteers for "social director" ???
     I have
just heard that Ross Bentley has had to dye his hair a bright red in order to drive the Lista  Ferrari 333SP in the Rolex  24 hours at Daytona !!

Pending Bylaw Changes February 2000 Meeting

BYLAW 4.  FEES : Currently provides for an entrance fee of $50.00 for full members and $5.00 for associate members. The bylaw further states that the members shall pay an annual subscription the amount of which will be set by the incoming executive at the AGM. The proposal calls for the elimination of entrance fees and the addition of a family membership. In addition, since the executive is now elected in February and the dues are due in December, the wording would be changed to have the current executive set the fees each year.  The new bylaw 4 would then read:
A) Every Club member, on being elected to the club, shall pay an annual subscription fee, the amount of which shall be set by the executive at the regular  meeting in November each year and which shall be due on the first of  December each year. 
B) Family memberships are available to the immediate family members of a Club member. Eligible members shall include spouses and dependant offspring over the age of 15 and under the age of 19 who reside with the Club member. Eligibility shall be as defined in the BC Medical coverage. Family members shall apply for membership in the same manner as Club members and shall be subject to the bylaws as they apply to Club members. Family members shall have full voting privileges and shall be considered under these bylaws to be Club members and have all the privileges and rights of a Club member. The annual fees for a family member shall be set by the executive at the regular meeting in

November each year and shall be due on the first of  December each year. 
C) Every Associate member shall pay on being elected to the club an annual subscription   the amount of which shall be set by the executive at the regular  meeting in November each year and which shall be due on the first of  December each year. 
D) Each Club member's, Family Member, & Associate Member's annual subscription shall be deemed to be a debt due to the Treasurer of the Club for the time being. If and Club Member, Family Member or Associate Member shall fail ………..  Any Club member, Family member or Associate Member may cease to be a member ………………
E) A Club member, Family member or Associate member may by reason of enforced circumstances appeal to the membership committee, which may at its discretion declare a suspension in favor of the said
member, …..
No member's fees shall be refundable except as heretofore and hereinafter set forth, nor shall any memberships be saleable or transferable.

BYLAW 24,25,26,27:  These bylaws cover the New Race Track Division of the club. The proposal calls for the complete removal of each and every one of the bylaws concerning this committee.
